Hope on Deck - Providing Compassion, Grace and Hope

  Earle’s Legacy Resource Center, created in memory of Earle VanBlarcom III, provides free essential resources including food, clothing, hygiene products, household supplies, baby items, and connections to additional support. More than providing necessities, the Center offers choice, compassion, dignity, and a judgment-free place where people know they matter.

Dignity should never have a price tag.

  Hope On Deck partners with treatment centers, sober-living homes, shelters, behavioral health providers, and community organizations throughout Delaware to provide essential resources and support to those in need. Through partnerships and direct outreach, we distribute food, clothing, hygiene products, care packages, household necessities, Narcan, and supplies for individuals experiencing homelessness and families facing hardship.

If they cannot reach us, we work to reach them

 Through Earle’s Legacy Resource Center, community partnerships, outreach, and our food pantry, Hope On Deck provides thousands of pounds of food to individuals and families throughout Delaware. In 2025 alone, more than 13,000 people received food assistance, and today our programs reach 300–500 people each week. 

 No one should have to choose between paying a bill and putting food on the table.  

  In 2025, Hope On Deck provided more than 8,000 individuals with clothing, hygiene products, household necessities, recovery support, referrals, and other essential assistance. Whether someone is entering treatment, rebuilding in recovery, experiencing homelessness, or facing financial hardship, we provide the basics that help people move forward with dignity, comfort, and hope. 

  Hope On Deck provides free Narcan and hands-on overdose-response training, equipping more than 1,000 people with the knowledge and tools to help save a life. Every overdose reversed is another opportunity for recovery, hope, and a story that gets to continue. 

 Hope On Deck recognizes there is no single path to recovery. We provide resource navigation, screenings, referrals, connections to treatment, harm-reduction education, family support, and compassionate guidance—meeting each person where they are and asking simply, “Tell me what you need.” 

Hope On Deck works in collaboration with the Delaware Division of Substance Abuse and Mental Health (DSAMH) to provide SBIRT screenings and connect individuals with appropriate support and resources.

SBIRT—Screening, Brief Intervention, and Referral to Treatment—is an evidence-based approach used to identify potential concerns related to substance use and determine whether additional support may be beneficial. The screening provides an opportunity for a confidential, nonjudgmental conversation about an individual’s needs, concerns, and available options.

When appropriate—and if the individual chooses—our team can help facilitate connections to treatment programs, recovery services, mental health resources, harm-reduction services, and other community-based supports.

Our goal is not to judge or pressure anyone into treatment. It is to meet people where they are, provide accurate information and meaningful options, and help make the next step easier when they are ready.
